Apparently even if I destroy all the transistors in the near by planets, that area just doesn't get explored. It is the east most spiral arm in the galaxy, and the edge of it is bugged out. :-\

Also, the uplimit of the resources is 262144, and unless you restart the game, other planets you visit after that will not spawn any resources.
