So apparently all sanbox settings are set in the beginning and can't be changed later. So that's what this is.
You set a tribe size limit in the customization menu and from now on that's the max ammount of nichelings you can have. If your tribe is maxed out, you can't invite any wanderers into your tribe and females won't give birth even when they're on nests.
If you have, for example, two slots open and three females on a nest, the higher ranked females give birth. If they have the same rank, the oldest gives birth first. If for some reason you have three beta females who all have the same ammount of life left, then its random.
