[0.6.3] Placement circle slightly asymmetric

While the circle for part placement surrounding a parent looks symmetric, it is very slightly asymmetric. In certain circumstances, the orientation of the parent alters whether placement is valid or not.

With the hard spring aligned horizontally (case left), the placement of the block was permitted at the pictured distance, but with the hard spring aligned vertically (case right), the block placement is forbidden.
