(um... I just realized that took me 2 hours to complete. also it didn't save and there's a tab that's like "SAVE yOUR TABS" and I accidentally clicked it so the unsaved piece of shiz made me complete 3/4 that again, though when it didn't save I wasn't done)

you are drawing on vector. Vector is not meant to be used to draw freehand with lines, it is meant to be used to make things out of shapes and move them. The reason why the fill won't work is because your not on bitmap. if you switch to bitmap right now with the lineart you want to colour, it will not work as far as I know (or not look good), so the best thing to do is probably just start over again drawing on bitmap.
