So, similar but not the same as another idea, what about a system where after a certain number of days, a tribe will be saved. On another game, after the same number of days, your old pack will migrate to your current island as a rival pack. Members of this other pack will not join yours. Idk about aggressiveness, maybe make that an option when they are saved the first time. 

Ideally, it would be nice if pack saves could be attached, here on the forums for challenges and stuff. But if not no biggy.

I think this should be available in just Sandbox mode and can be turned off, or you can select which tribes would show up or maybe which would be saved at all, and then you could delete some from the list of saved tribes

Yeah, I was definately not thinking about having this be a required thing.
