Basically they release a slightly unstable version of the progress build for bug testing and to see how the features they added fit into minecraft and how the player base reacts. They come quickly with smaller updates, like last snapshot they only added Striders, a few blocks, and fixed a few bugs. However, the full update will come out with all previous snapshot features and more stable and mostly bug-free.

tl;dr: A minecraft update preview for bug testing and player reaction.

 

If you want to stay updated on snapshots, watch Xisumavoid. He always does it like 3 hours after the snapshot releases and does a good job. Also watch hermitcraft while your there.
