But make them incapable of drawing power fast enough to sustain continuous heavy fire. The end result will be that you can't just stack up tons of energy to keep shields up; you'd have to add more shields, which will add inefficiency to defensive ships, because of a shield's base power drain, to take some focus off of goliaths that just cruise through with fifty million guns and crush everything.
